THE UPPER WARDS.

The Upper Wards can be accessed on foot either by taking the Wards Access elevator from the Presidium or by walking up the stairs from the C-Sec Academy elevator. The Wards Access corridor is usually heavily guarded by C-Sec officers. The Upper Wards not only provide a spectacular view, but are also the home of a small med clinic, the newly-opened nightclub Flux, and the Upper Markets, where several merchants sell their assorted wares.

THE LOWER WARDS.

The Lower Wards can be accessed by taking the door from the Lower Markets, or from an alleyway that links them to the Wards Access corridor. The Lower Wards features the Lower Markets, where merchants with less savory reputations sell their wares; and Chora's Den, a notorious club featuring asari dancers which is run by a crime boss known as Fist.

C-SEC ACADEMY.

Despite its main office being located within the Presidium Embassies, the C-Sec Academy itself is located within the Lower Wards, partly due to the high crime rates in that area of the Citadel. The Academy houses a traffic control station, a C-Sec Requisitions Officer who sells specialist gear to privileged individuals, and an elevator to a private docking bay. The Academy is the main headquarters for the nearly 200,000 officers that are responsible for maintaining the peace and stability on the Citadel.

THE WARDS.
The "arms" of the Citadel, known as the Wards, constitute the residential and commercial sectors of the station. Densely populated, housing millions of residents from many galactic species, the Wards are akin to Earth cities such as Hong Kong and Singapore. Numerous skyscrapers rise from the superstructure, sealed against vacuum, as breathable atmosphere is only maintained to a height of approximately 7 meters. Unlike the Presidium, there is no artificial day-night cycle; as a consequence of this, commercial activity rarely ceases, and residents work and rest according to personal need. Barla Von appropriately dubs the area the cultural heart of the Citadel, and therefore of Citadel space. The Wards are policed by the Citadel Security Services (C-Sec), whose offices and custody suites are located in the Lower Wards. Flux is a popular night club, also located in the Upper Wards.
