The war is over. The Reapers have been destroyed, and the galaxy is no longer under threat of destruction. However, recovering from the war is no simple task: with the damage done to the mass relays, thousands of soldiers are now cut off from their home planets. Recovery will be no easy task, especially not with more mouths to feed than Earth and the Sol System have the resources for. Because of the great strain on resources, all efforts have been made to rebuild the relays. With the research in recent years done on Reapers and Reaper technology, particularly the work the salarian Chorban did in his Keeper research, and the remains of Reaper units and mass relays strewn about space, there is a chance that they could be rebuilt in time for these soldiers to see their homes again. It will, however, be no easy task.
Galactic Revolution takes place in the earliest stages of recovery after the war. With all of the races struggling to rebuild and the soldiers who fought in the war desperate for a way home, the end of the Reaper threat was hardly the end of galactic turmoil. GR is a chance to see, and create, the galaxy after the games, and prepare it for whatever may come next.
